Helping the children and families of Pisco

FINAL NOTES:

- CUSCO group YANAPAQ MAKI KUNA ("Helping Hands Cusco") has the approval of the REGIONAL MINISTERI OF EDUCATION Of PERU, through a ministerial resolution, officially recognizing it at the national level as an educational and promotional institution of culture and development.
- The group is also endorsed by international volunteers. These volunteers are working continuously with the group.
- This project extends beyond professor Mario, and the volunteers, to all the people whom they love to help, for whom the difficult life of poverty means living without opportunities and the education that could help change their reality.
- The only objective of the project is to help change the reality of the poor, for this reason we want to be completely transparent.
- Group YANAPAQ MAKI KUNA works directly with the people who receive the aid, we are not bureaucratic, the work is direct which is clear on our web site. All the donations go directly to help people in need. We have no intermediaries or sub-groups to do our work.
- We know fund-raising work is not easy, but also know the satisfaction which we can feel by having at least tried to conduct this project. This project is quite small in comparison to others, but it is very realistic. We depend only on people who love to help others.

Some questions of friends, with our answers:
1. Help me understand the government’s responsibility for replacing schools?
I thought that the government provided the building and the teacher, but not much else, which is why the classrooms had no furniture and supplies. I read in your proposal that the government would only provide the teacher. What is the government’s responsibility for helping re-establish education in Pisco? It is true that the government must provide both the building and teacher, but it does not do it. Lamentably in Peru there is a crisis of education. In each class there are 45 or 55 children, while the classrooms were constructed to hold 30 children at the most. There are many places that have just one school for a population of more than 5,000 residents. If there are educational problems (like a deficit of schools) in places that were not affected by the earthquake, imagine the reality of Pisco, which faces major destruction. To wait for the government is almost a fantasy, they have reconstructed just 10% of the houses that were destroyed more than 6 months agost.

2. What are the steps to make the school in Pisco a reality?
- To present (give) the project to the ICA REGION (which they have said is only a formality). Ica is a region declared to be in a state of emergency, thus projects similar to this one have a good acceptance rate. In this proposal we must specify the money to be invested, the number of classes and the number of students who are going to benefit, the number of families who are going to receive the food, the salaries of the teachers, the expenses of every month and the year, the mission and vision of the project, etc. Already we have begun this process, which is only a formality.
- To buy the land for construction of the school. Currently the land in Ica is available at relatively low prices; it is an ideal time to buy.
- To construct the school (using concrete and anti-seismic construction). This will take at least 2 months, thus we must begin as soon as possible. Classes in Peru begin the 3rd of March, but for places in a state of emergency it is not possible to begin before the 15th of May, at the earliest.
- Enrollment of students, and signing of contracts with teachers and all additional personnel will begin when the classrooms are physically constructed
- All the monthly expenses of the school are going to be in charge of the REGION OF ICA and the MINISTRY OF EDUCATION.
